Doing every mission, side mission, collecting *every* vehicle upgrade, weapon upgrade and armor part, collecting every secret stash, destroying every govt building in every area. That said, I can't fathom trying to 100% complete that game. pretty awful actually, and the voice acting was on par with Chaos Wars, but the do-whatever sandbox content was really fun. It had some really great content for just fucking around unlimited parachutes, a hookshot that could tie objects (and people) together, plenty of vehicles and side missions, and a massive, massive world map.
